compression tools

I need help on compression tools.. what is the best program for the mac to convert and compress quicktime files. I need to target sizes for example 8GB video file - > the target compression file is 700MB. Or 10GB file - the target compression file is 800MB. My target size changes.. What program regardless of the original size -> can i tell I WANT this final compressed size of 850MB. HELP.

I'm a big fan of discreet cleaner, people laugh at it but that is just computer snobbery - it never lets me down
