Hi

Is there a setting in FCP that will help me get a video signal to the deck??

Need more info. You got it plugged in via Firewire cable and on before you boot up FCP?

What version FCP do you have and has this ever happened before?

The setting is View > External video > All frames. It often resets itself without apparent cause. But it must go out firewire to the deck, as Mike says.
