effects across edits..like filler in Avid

Does anybody know the best way to apply an effect across an edit..For example
I have 2 shots and there is a dissolve between them..
I want to place an effect starting 10 frames before the diss and have it end 10 frames after... kind of like using a piece of filler in Avid?

Use the range selection tool (ggg) to select the area across the edit and then apply the effect.

or nest both shots with the diss and ... apply the effect to the nest and time keyframe your effect above everything

(but Tom is the guru)
