Chapter markers and the number

Anyone know how this will play out: Does the chapter marker number 1,2 etc... determine the order of chapters or songs when the dvd process happens or does the chapters place in the timeline determine this?
i.e. chapter numbers get out of order in the timeline.....sometimes.

It is chapters place........ but if you've continued to edit after chapter markers have been placed, the chapter markers are not locked to the clips. You may have edited clips, then placed a new chapter marker in between previous markers.
