frame effect

Just wondering how I can generate an effect where it looks like the video is framed in black with the rounded corners.

Try the mask shape filter and use round rectangle.

Or a permutation of Tom's technique: Apply an inverted Mask Shape filter onto a black Color Matte, then put it on another track above the image. That would allow you to do Motion changes to the shot without touching the frame.
