I'm going with no. The "Shutter Speed" on a camera happens at the light translation/conversion step, well before it becomes video. Anything you do to the video later to change the speed is just going to cut off the bottom of the picture.
You can try to deinterlace the video using only one television field instead of both. That will reduce the effective shutter duration in half, but also reduce the picture sharpness by half.
