motion blur effect?

I'm trying to do an effect where a moving image stops, and is keyframed to pull off screen. I want it to look like the lines (lights) are being pulled/stretched with the motion. I've tried using a Motion blur, but this blurs the image, i'm looking for something that keeps the image crisp, and the part that moves blurs as it moves across the screen. Any suggestions?

youre going to need to mask the "lights" then do a radial blurr.

Masking the lights, or making a duplicate of just the lights on V2 is the way to go. Motion blurring the top (lights) layer should look pretty good though.

I'm assuming you mean there are lights in the picture, like car headlights, that you want to trail off over a clean picture, yes?
