Could anyone please give advice on how to best approach recreating is effect. I am basically wondering what program would work the best at recreating all of the motion the best.

That looks like an After Effects job. You could do the same in FCP, but it would be easier and probably smoother in AFX.

Looks more to me like some clueless camera operator just wandered the room out of focus and then added a simple title at the end.
