stripping closed captioning

So I have a client that brought in a tape of :30 sec spots and wants them put onto a DVD. The spots all have closed captioning and this needs to be on the final DVD.

Through the process of trial and error I have learned that FCP will preserve the CC info, but DVDSP will not.

Does anybody know of a program that will strip the CC information off from a QT file and create a .cc or .scc file?
