FCP Project to MPEG2 Combined Audio

I need to send a :30 sec TV commercial to a local station.
I am in FCP they are in AVID PC
They told me to give them a MPEG2 so they can import into their system for on air playback.

The only way I know to make an MPEG2 is through compressor. The problem is, the audio is not combined.
They said they need their MPEG2 file to have the audio combined with their video to import it into their system.

How do I do that?

Send them an MPEG 2 Program Stream. There is a preset in Compressor.

What is that ? Where is it? How will it benefit them?
is the audio combined with the video?
