>Now, if these clips were really shot in 24PN, why do they exist in an "over 60" timebase? Did they log & transfer the files incorrectly?
That is the codec type. DVCPRO HD originated on tape, and that is a 720p60 at 59.94 format. If you set the camera to 24p, the redundant frames are removed. But the HVX shoots 24fps straight, without pulldown. But the codec is still 720p60.
>Can I create a 720p24 timeline & how?
Go into your Easy Setups, choose DVCPRO HD 720p24, create a new sequence. Boom...there you go.
>a few scenes were shot at DVCPRO HD 720p60 59.94. Will I have big problems if I edit everything on a DVCPRO HD 720p60 23.98fps timeline?
Nah. FCP will remove the pulldown properly and make the clips into 23.98. The timeline compressor has nothing to do with frame rate in this case.
