My question is this: How do I take video and turn it into a "animated watercolor" or cartoon look as you see in commercials. I have seen the final products but not sure what filters in conjuction should be used to create this effect in FCP.

look at this

basic foundation

1. place clip on v1
2. duplicate it 3 times on higher tracks V2 & V3
3. apply one of these filters - posterize or water color (fxplug)
4. v3 apply line art filter
5. set v2 and v3 composite mode to overlay (v2 can also be composite mode add)

this will get you a foundation to work from but you still will have a lot to do to tweak it.

Make life easy on yourself. Rather than "rig" a toon look, get "ToonIt 1.1" by Red Giant Software:

Here's an example before & after:

Compatibility:

Adobe After Effects CS3, 7, 6.5
Adobe Premiere Pro CS3
Apple Final Cut Pro 6, 5.1.4
Apple Motion 3.0
Avid Xpress Pro/Media Composer 5.6, 5.7 / 2.6, 2.7, 3.0

It totally rocks...as does everything RGS has to offer grinning smiley

When life gives you dilemmas...make dilemmanade.

you might also want to add a "Strobe" filter set to some small amount (2)
