you can create chapters in either FCP or DVDSP. In FCP though you click on the timecode in the timeline at the point you want to create the chapter marker. hit "M" on the keyboard and then choose CHAPTER marker. you can include a title and info if you'd like. When you're finished with the chapter markers and you choose File, Export QuickTime Movie you have the option at the bottom of the window to include chapter markers in the export. try it for yourself.
Just some addition (for fun)

To open a qt movie (as text) in a text editor will result in a strange display which will be very confusing. But what you can do with a text editor is just to create a simple list of chapters, the format has to be: timecode tab name return timecode tab name ... In DVD Studio Pro use the "Import -> Marker List ?". This list will work with some other encoders or authoring apps as well.
