Video bitrate too high??

Hello thanks to all of you for your help with the menu in DVDSP. I got it to work!!

I am using DVDSP and have a new problem. Now when doing the "build" of the dvd, I get an error message:
"video bit rate too high"

I created the mpeg2 files exporting from fcp (with chapter markers) using compressor. I used the 60 min high quality encode. Is this the problem?? Now I will try making a new mpeg 2 with 60 fast encode in compressor.
