Weird lines

Using an HDV 1080160 timeline. Made a montage of a bunch of freeze frames. And put moves on a couple of them. And deinterlaced.

When I export to QT, all the freeze fames that have moves have awful horizontal lines running up and down the picture.

What am I doing wrong?

And when I don't deinterlace, most of the freeze frames were shaky and blurry when I exported to QT
