HDV to SD Anamorphic

I am trying to Print to tape a time line that is HDV, but it must be SD anamorphic. I am running it to a Beta tape for Broadcast. It works but i get a lot of stepping and a jaggedness throughout my image. What should I do?

What kind of stepping and what kind of jaggedness? How are you doing the down conversion? How are you monitoring the video?
