Editing Timebase - Still confused

Still confusion here on my part...if my video is shot 720p/60 or 1080i/60, does my timeline need to have an editing base of 59.94, or can I use 29.97. When I edit in the "60 base", it seems as though my 30 frame transitions are 60, etc. Since this a broadcast show, will my segment times be affected? Timelines are drop-frame. I'm also concerned about audio sync. All audio is 48 hz.

In North America, 720p60 would be 59.94 frames a second. 1080i is 29.97 frames a second (or sometimes 23.976).

Thanks...so my primary question is, should my timeline match for best results? I presume this means that all my transitions should be adjusted accordingly, ie: what I'm used to seeing as a 15 frame dissolve should be 30, etc.
