do you have to have photoshop application to be able to import and edit a photoshop file in fcp?
if yes, would the less expensive photoshop elements work?

As in you want to make changes to the layers in the graphic? You want to alter the graphic in a way that you can't do in FCP?

If yes to those two questions, then yes, you will need Photoshop to make changes to it.
