You don't say what system version you're working under, what hardware, and where FCP is installed.
Normally this support file folder is installed on your boot drive, in the Final Cut Pro Documents folder, so I don't understand the permissions issue.
If however you've installed FCP to another drive, then select that drive icon and open "Get Info" [Command-I] to see if this checkbox at the very bottom of the info pane is checked:
"Ignore ownership on this drive."
I check this off for all drives.
If this doesn't work, select the boot drive icon, Get Info, and see if "Shared folder" is checked.
That's all I come up with, other than Repair Permissions, and of course, Trash Preferences.
