Tilt and Shift

how do you create the tilt and shift effect in FCP ?
Is there a plug in?
also, I'm not on FCP 10.

Yes, there's a plug-in. Crumple Pop has a good one, from memory. Normally you would produce the effect with a tilt-shift lens during shooting, but the filter in post can sometimes be better because it allows you to change where the blurring happens if it's not quite right on the day.
