.MPG (mpeg-2) to DV for FCP 7 editing?

Working with an install of FCP 7 (FCS 2), and was given a couple of .mpg files (straight from a camera) to "convert to DVD" (don't ask...this is one of those "no good deed goes unpunished" situations). Compressor doesn't seem to like to transcode them into anything, MPEG Streamclip requires the Quicktime MPEG-2 component to transcode, and I can't seem to get FFMPEGX or Handbrake to output anything close to usable.

How can I transcode this footage into something usable?
