When I rotate a still 360 degrees using the 3D filter, and render, the side of the image looks like the side of a lasagna noodle (wavy).

Never had much luck with that filter either. Might be best to use another program such as After Effects or check out CGM or CHV plugins. They work at a more subpixel level.
