Well, if the music you pick isn't very popular, or has somehow fallen into public domain, then you can do it. But if you're trying to get The Beatles or The Supremes, forget it. I had a colleague once who knew one of the writers of a certain Elvis song, and he'd told her that a one-year festival-only license, even with his help, would be $100,000. And unfortunately in your case, if you're trying to use music for the
zeitgeist, the super-obscure stuff probably wouldn't work.
I'd look into finding a composer who can do versions of '60s songs with a '60s vibe so you at least don't have to pay master rights, only sync rights.
