Change sequence settings to Pro-Res422

If I have a finished timeline with DVCPro NTSC settings if I change it to ProRes422 settings is this OK and will it improve the quality to a standard DVD?

Not really- DV is DV- it can only go down from there. I'd simply export directly to Compressor and make your MPEG-2. That's about as good as you can expect.
