Yeah, that would be VoiceOver. I think it's under the "universal access" prefs pane, but search your computer's help for it if you have trouble finding it.

The shortcut for turning it off involves a modifier and F5. I mapped a shortcut in Logic to another modifier and F5 and kept on turning Voiceover on when I mashed the wrong keys.

Notice that the Universal Access menu is done up in huge letters. Certainly it's for the vision impaired.
