16 TV lines?

Hi all!
I just got a tech spec saying that my text size on the payoff should be "16 TV lines"
Can someone please translate that into something understandable please?

It's an FCC thing. The rule is that certain on-screen text ? like legal copy, or declarations of sponsorship or whatever ? has to be a certain size, and that size is 16 scan lines. Assume "scan lines" means "pixels," and you'll be fine, because on modern NLEs each scan line is represented by a row of pixels in the raster.
