Flicker or Something on scaling pics

I've got photos on the time line from a .motn file.

they are basically zooming (scaling from 85% to 93% over 5s). They have a lot of fine detail rack and bars and the flicker is on things that would remind you of bars or a fence. Like waving lines over the line in the pic.

i have seen this when scaling a fence picture and ended up omitting the pic. I have also seen this in pics with water.

Pics are PNG @ 3000x2100ish in a 720p24 TL. No video exists in the project.

FCP6 was used to arranged and Motion3 was used to animate.

Is there a way in FCS to handle this without messing up the quality of the pic?
