frame rate when importing stills

Hi -- I've done this dozens of times without a hitch and now I'm getting different results. All I'm doing in scanning photos in PS and bringing them into FCP. My sequence settings are basic DV 720x480 with 29.97 frame rate.

For some reason, once I import the images into FCP, they apparently have a frame rate of 59.94. If I want to bring them into FCP at a duration of 6 seconds, I have to set the preference to 3 seconds upon import. They look ok and play ok without rendering, but I can't figure out where this 59.94 frame rate is coming from. I've checked any defaults and sequence settings and I'm stumped.

Any ideas?

It shouldn't make any actual difference because it's just a still. It doesn't have a frame rate, really, unless you've converted it to a movie file of some sort.
