Closed caption vendors

I need closed captions for an 84 minute educational documentary. I am receiving hideously high quotes from vendors. This is a very low budget film for the educational / college / music teacher market.

I am prepared and have found out how to make the captioning file using a program called Transcriva 2. But the process of getting this and the movie married ONTO TAPE (HD & SD required) is very expsensive.

Does anyone have a suggestion?
