Can anyone recommend a plugin to create film scratches/lines?

Other than magic bullet misfire. I'm looking for something with more control over the options, such as how thick/thin the lines are and where they appear in the frame.

Quicktime 7 Pro has this effect built in.

You can also try any myriad of Grain packages out there.

CGM have a free LE version of their Aged Film plugin.

i have used it, and it did the trick.
seem to recall took a long-ish time to render... back in 2002!

...pretty sure any software will not allow you to control where the lines appear in the frame. That is random. Unless you render the effect (lines) over transparency and edit over your footage on the frames you want them to appear over (there is always a way).
