I'm not sure if this helps what you're after, but I have an Apple Mighty Mouse that has small scroll ball on it. This allows one to scroll both up/down and left/right. Very useful.

I'm pretty sure that's not what's being requested. The idea is a timeline that will keep moving as the playhead moves.
