Pause in Captured Video

Hello!
I'm dealing with some video captured by a flaky camera; well, actually from a flaky video feed I guess. The data coming into the camera seem to be filling up a buffer or something, causing the captured video to 'freeze' every 15-20 seconds or so. Pretty frustrating. Does anyone know of a way in which this kind of thing can be cleaned up? I'm not looking to fix the video feed problem at this point, just trying to avoid manually trimming all the 'frozen' sections from the captured file. Any suggestions would be greatly appreciated.

If the frames aren't there, the frames aren't there. Your best bet is probably to use post-production zoom, picture-in-picture, transitions and other effects to create editable points in the video.
