Cool strobe effect

Hey, my DVD has a cool strobe effect, except its not supposed to be strobing.

I can't figure out what I did wrong. I exported from the timeline using compressor. Once inside compressor I chose DVD 90 min best qulity, mpeg 2 pass. For the audio, I chose AIFF.

Then I just imported it into DVDSP and burnt. The whole DVD was a bunch of pictures with motion added to them. Are you supposed to use a different encoder other than the mpeg 2 setting for pics?

Any suggestions will be greatly appreciated.
