Frame Controls in Compressor

If I am making SD mpeg-2 files for DVD from a 1440x1080 ProRes SCQT should I
be adjusting the frame controls in compressor? The frame size is changing from 1440x1080 to
720x480. Or should this "re-sizing" be a seperate process from the encode?

I would have thought that by encoding to SD MPEG2 Compressor will do the frame re-size by default.
