Help with fuzzy dvds

I made a very short animation in FCP using numerous stills from Photoshop that I need to play back as a continuous loop. While it doesn't look as sharp as I'd like, it's OK. I can make a reasonably acceptable Quick time movie using animation or no compression, but any combination of settings using compressor or Studio pro makes a very fuzzy, overly compressed image. I'm looking to make a DVD in 4:3, with the sharpest resolution possible...any suggestions on how to make a sharper video?

Recommend that all photos be cropped to taste, scaled to DVD frame 720 X 534, squished to 480 and downsampled to 72 DPI JPEG. (NTSC workflow).
