16:9 how tom and gradient

Hi,
I'm new to motion, I need a DV 16:9 canvas. I'm working in regular DV format(SD).
Do I use one of the hd formats? Then use a different output?
Also I'm trying to create a simple blue gradient? some tips would really help.
