In a controlled environment, maybe... but other than that nope.
You're asking a lot from the user to install new software, restart, hope any pray, use a Software Player that works with dvd@ccess etc. they could of just dragged the pdf from the disc to the HDD or opened it off of the disc by the time they've done all that!
Even assuming Mac users will go and change their DVD Play

Yep and this also means that the Mac users who view the disc have to manually turn the Pref on... will they!?!?
To be honest unless you're using dvd(no)@ccess in a controlled environment I would highly suggest that you never use it or offer this kinda interactivity. It's fraught with problems even if you have spidey sense, magical powder a sprinkle of luck and a ironman suit. Cause then you ha

It depends what for but basically there are lots of advantages to using Toast. For recordable media it's usually best to Output a Region All .img to the Hard Drive. DVDSP4 defaults to Region 7 disabled. Then burn the .img with Toast this means you can control the burn speed and DVDSP is free to do more authoring.

A Layer Break Interface
Scenarist shows you the amount of Data on each layer etc. There is a lot that can be done to make the layer break setting easier and cooler visually. The available Cell/Chapter Markers after a Build is great but so much more can be done.
Mux Window back
I want the Mux Window from 1.x.x back. That showed you bandwidth, had a cool graph and so on.
