I've been investigating the same issue. While JPEG2000 seems to be favoured by the Library of Congress, I haven't been able to find open-source software that reliably encodes it. Also, it is at least partially proprietary. There is an alternative codec - the open-source ffv1, developed by the makers of ffmpeg. It has the advantage of being able to deal with a range of bit-depths and chroma subby stib - Café LA
