I want to change the size of imported footage

Hi,
I have some imported footage thats 320x240. Is there some way I can get it up to 720x576 so I can include it in my film. I would think it's straightforward enough, I just have no idea how to do something like that...any help would be greatly appreciated.

Really? When you increase the size of the footage it looks like an ass? Does this pertain to ALL footage? Is there some subliminal ass pic hidden in all this footage that increasing it in size brings that out?
