24p normal DV flicker / pulse issue....

I have received a bunch of footage from another editor which was shot on an XLR2 - it is I believe 24p normal DV footage (not advanced).

This footage was then turned into "true" 23.98 footage with cinema tools.

The footage looks basically good, but there seems to be a slight pulse or flicker constantly through it - it is most obvious on brighter / lighter images or parts of the screen.

Does anyone know anything about this effect and if it can be fixed? Is it possible that it was captured incorrectly with FCP or processed incorrectly with Cinema Tools - anyone know about this issue?

Thanks in advance....

I didn't think CineTools would cross the 24/23.98 barrier. How did you do that?

Do a small test and burn a short 24P dvd from a portion the footage. If the flicker is not there, then you have nothing to worry about. A little flicker on your NTSC monitor displaying 24P would seem to be normal to me.
