Not really. NTSC is 30fps, PAL is 25fps. Main difference.

If you want it to stay in PAL, you'll need to get a PAL DV recording device ORRRRR... you can output a full-rez quicktime movie (export>quicktime movie>current settings) and upload it to an FTP server and your friend can download it somewhere in PAL-land and make a tape there. Is this person sitting next to you (also not in PAL-land) or back in the old country (PAL-land)?
You need to hire a Sony DVCAM deck that has firewire and is PAL or PAL/NTSC switchable.
Hook it up the same way as you would your firewire camera. Playout. I would however recommend hiring a PAL monitor as well to view the output before you playout or you may find that the video has problems that you won't see on the computer screen. Or send the tape in NTSC and your friend can take it in to a DuB House, they usually have systems transcoders.

I think Rui that Ryan has edited the sequence as PAL so NTSC is not an option...
