filter/effect for color and soften the edges of the pic

I wanto to make an effecto of a clip that will have the edges with a blue or green soft stroke. I found the vignette effect that blurs it and it darkens it wich is similiar to what I need, but how do I make it blue?

Use a Color Matte and an inverted Mask Shape (Oval) with Mask Feather, put it on top of your footage to create a vignette mask. Remember that the Horizontal and Vertical values for the Mask Shape can go up to as high as 200 per cent. If you want a more subtle vignette, reduce the Opacity of the Color Matte.
