What's the way to convert DVC Pro HD 720p to SD keeping the best quality possible?

depends, whats your goal? deliver in SD or edit in SD?

If you're talking Standard Definition, Uncompressed 10-bit SD. That's for tape output. If you're delivering for the web or DVD, there's a whole bunch of other considerations.

I also need the answer to this question in regards to outputing a DVCPro HD FCP sequence to DVDSP for SD DVD delivery. We are using the presets in Compressor
Best Quality at 120 and 90 (2 different videos)
one video is about 1 hour and 50 minutes and the other is about 52 minutes.
we are running at the maximum bit rate of 7mb and all of the best settings but it still doesn't look great. How can we improve this? The larger file will be going to a dual layer media obviously.
What settings yield the maximum quality? I know that feature films are much larger files than what i am dealing with at 720P and they look better than this at Sd ...so what is the difference in compression?
