The Apple site says I need the "Apple MPEG-2 playback component" when using Streamclip.
I can't find it anywhere. Anybody help?

It's a separate purchase but if you have Final Cut Studio you may find you already have it.

Open an MPEG2 in Streamclip and if you're seeing video you've got nothing to worry about.
