Best Site/Forum etc for After Effects?

Hi there... just wondering what the Best Site/Forum etc is for After Effects?
I have been trying to get info on how to make the effect that gives the look that the footage is within film frames, rolling, stuttering etc, used for a music video... in fact here's an example:





If no one knows anything about this, could anyone send me to a great After Effects forum?
