Frame skipping effect

I have been asked to conjure up what I will refer to as the "frame skipping" effect -- and, yes -- I know it's been very overused, but my client wants it.

What I mean is this:

Imagine that we have series of 10 frames in real camera time. I need to produce this effect, more or less:

Frames --

1 1 1
4 4 4
7 7 7.

So one ends up with more or less the same length of shot, but with a jittering effect.

I see this everywhere.

Any ideas?

It's called strobing.
It is
a) as you say, overused
b) in FCP somewhere.
Set your strober on stun.
Go. Do.

It can be done by two passes through Compressor. First set rate conversion at 33.333%. Second set rate conversion at 300%. Both times use Fast (nearest frame).
That way you can pretend you invented the effect.
Seriously, double passes through Compressor, the first doing something, the second undoing it, is a generally useful technique for effects.

Just use the strobe filter in FCP. Easy peasy.

It really is such a hackneyed effect -- I'm hoping that the client will undo the order.

It's an effect. I'd take strobing over photo flashes (especially with camera clicks) any day. Sometimes I also use Strobe to hide clips that have poor frame rates/movements (eg. web captures, badly compressed long GOP clips) in a promo context.

Oh dear ... what have I started?

Actually ripple dissolve has a kind of retro-cool and I've been longing to use it for years.

There was also a ghastly thing called Squeezoom which I fondly remember from early infomercials.

And if I could find the Fisher Price cam that recorded black and white on audio casette, I would have
that too. I called Fisher Price about 7 years ago wanting one, and the lady told me someone bought
