Reverse Telecine Cinema Tools vs Compressor

id been told that when removing Telecine in Compressor (From ProRes HQ to ProRes HQ) it dont recompress the picture.
CinemaTools do no recompress the picture it only remove telecine and make a new file.

Anyone know this facts, removing Telecine in Compressor from ProRes dont recompress just remove and create a new file.
Is that True ?

Cinema Tools will simply copy the data from one file to the new one, removing the redundant frames. Compressor will remove the frames, but recompress the footage. Cinema Tools is the better choice.
