How to get that "unsmooth" look

<HTML>Great site. I am sooo glad I found you guys!
There is an effect that I see alot that I don't understand.
You will be watching a video documentary everything looks smooth and connected. They may be interviewing someone. While this person is talking the scene will change to something they are remembering and it has a jittery look to it. It almost looks like someone has taken out half the frames and things seem to jump from on frame to another. Do you know what I am talking about? Anyone out there know how this is done? <HTML>That is very easy to create inside the camera if you just shoot at a very slow shutter speed (1/15, 1/30th etc). If you want to do this in Post, try the strobe filter with a setting of around 3 to 5 frames.
