Glare (effect or Filter)

I was curious if there is an effect in AE or FCP that can produce a glare effect (not lens flare) on a specific part of the frame (i.e. Car window).

The problem is that you can see the stunt driver through the window and was hoping to hide some of this through out the shots.

Thank guys for any help.

I would try to use AE motion tracking and attach some painting or a mask for a "virtual reflection"
