How do you do that?

I saw a PSA spot the other day that was highly stylized. Almost every shot was "stepped through"- you know, where the picture seems to skip frames and the person moves through the shot at an accelerated speed. I tried to mimic this using the "strobe" effect which is kind of cool, but not exactly the "stepping" effect I was hoping for. This is probably a very easy effect but would anyone happen to know how to do it? I have a producer who is looking to "stylize" the teaser of a show that I am working on and I think this is what he is looking for. I am new to FCP, however, and still grappling with the basics. Could use some help.

Did you try a combination of Strobe and speed up? With Strobe, you have to adjust the number of frames frozen each time in order to get the person "skipping" from place to place.
